Another article I read said it was passed in 1994 but only took affect for someone elected after 1997 (which would only apply to GW and Obama).

If I remember correctly, didn't Congress pass some law either in Clinton's or Bush's presidency changing the law to say that former president, who used to get lifelong SS protection, would henceforth only receive a set number of years?
