Your pretty much spot on. He never says what he is saying, and needs an interpreter to separate the facts from the innuendo's, falsehoods and outright lies.

LOL ... Well, we have a guy in office ... That's his title. But he's having a real hard time living up to the rigors of the job IMHO ...
Say what you will about the man but it's pretty impressive to equivocate nonstop for a full 30 minutes.
