K-12 Parking Lot Bill Passes House

Sally Kern’s K-12 parking lot bill, HB2329, passed the House today 76-17. This bill will allow handgun permit holders to leave their weapon in their locked vehicle while parked in the parking lot of K-12 schools in Oklahoma. Currently, the only time it is legal for a permit holder to have their weapon on school grounds is if they are picking up or dropping off a student. This is a much needed update to our state’s gun laws.

Republicans voting against the bill included Representatives Coody, Cooksey, Henke, and Nollan. Democrats voting against the bill included Representatives Brown, Cannaday, Floyd, Hamilton, Matthews, McDaniel (Curtis), McDaniel (Jeanie), McPeak, Morrissette, Pittman, Shelton, Sherrer, and Virgin.

Five other bills also passed the House.

• HB2477 – Rep. Wood’s bill protecting citizens from being detained while carrying unconcealed weapons on their own property.
• HB3367 – Rep. Echol’s bill extending the state weapons preemption laws to cover knives so municipalities cannot pass stricter laws than the state.
• HB2520 – Rep. Vaughan’s bill to remove the requirement to provide a Social Security Number when completing the SDA handgun permit application.
• HB2874 – Rep. Newell’s bill extending the expiration date of SDA permit class certificates to three years and allowing instructors to destroy class records after three years.
• HB2539 – Rep. O’Donnell’s bill that broadens when deadly force may be used to include the ability to defend anyone who is in danger of the loss of life or in danger of great harm.

Let your senators know they should support this bill.

Hb 2329 house been needed for awhile. It has been a pain to have to go to the house first before I have had to go into the schools to pick up one of the kids.

HB2329 hopefully will pass the Senate. Unfortunately they tend to vote more liberal. luckily my wife's school has a church next door that a bunch of the staff park at. I just park there to avoid the legal issue.

HB2477 has me scratching my head. I guess I need to read up on it.

Is this Cooksey? She is my Rep. I had several disappointing email exchanges with her over the open carry bill. She will never get my vote again.

Extending the expiration date? I thought there was no current expiration date for class certs?

Currently there is no sunset or expiration if you will of SDA class certificates. There have been a couple legislative attempts in the past to add a sunset. They have died before becoming law.

From a practical knowledge standpoint, I do encourage those with older class certificates to consider retaking the class if its obvious that they have lost much of the information that they once had shortly after taking that class back in the dim environs on time. There is too much at risk for them to be short on current knowledge and handgun manipulating skills.

There is nothing currently on the books to allow SDA instructors to destroy the record mentioned in HB2874, which is the single sheet of info containing the state-mandated class record info. I have my records all the way back to 1996.
