Yep, I see no weapon restriction for predator calling. No where does it say "shotgun only". Just has the non toxic requirement for all shotgun hunting. Looks to be legal hunters if that is all they were doing. I have coyote hunted with a rifle on a wma down by texoma in the off season before. Perfectly legal.
