The ATF letter is a year old.
It refers to repairing an integral suppressor on a Ruger, and says a license is required to repair silencers, even ones with common materials like chore boys and insulation.
IMHO, the Condrea article is a bit over the top. YMMV

If you dig around a bit, I saw an article on ARFCom where they had issued a letter stating that a shoelace could be considered a machinegun cause they were able to cause a rifle to fire multiple rounds with a single pull of the trigger.
