I always stop at abandoned rollover accidents to shop for my ballistic vests.

I had a buddy that found a pistol and some magazines at a rollover once.
I always wear either Under Armour or the 5.11 tight fit undershirt underneath my vest when I'm on duty.
It's going to be hot, sweaty, and stinky no matter what you wear.
As for riding up, it's better to have a vest that's slightly too small than too large. You are a little less protected, but it's more comfortable, allows you greater mobility, and is less likely to interfere with drawing your weapon when you are in a hurry.
