A stumplick recipe I have seen work
1/2 gallon of plain bleach poured on a rotting stump slowly to let is soak in. Then pour kosher salt in a thick layer on the stump. Pour a bottle of blackstrap molasses on top of the salt to soak into the salt.
Within a few hours the chlorine in the bleach will evaporate leaving heavy brine soaked into the wood. Rain will help push the salt & molasses into the stump
Deer will destroy the stump getting the oxidized minerals in the busted stump and dirt.
One year I had a bag of Morton water softener pellets that had gotten hard. I dropped it into a old stump hole and poured 5 gallons of pond water on it. The deer excavated a 6ft diameter crater around that old stump.

I will keep the bleach in the laundry room and for cleaning.
