City looks like a Socialist utopia. And they want to make the entire US look the same
Yet another reason I have no need to go to Komifornia. 
Stop feeding them and they'll stop pooping on the streets. Some will likely starve, others will move on to other free food. They'll take their drug habits and addictions with them. Eventually, the new locals will stop feeding them, some will starve, some will move on. Soon, those who don't or won't straighten themselves out will succumb and attrition will prevail.

Time was (1967 and 1969), I was stationed on a small Army base 40 miles north of San Francisco. At the time, San Francisco was a beautiful place and all the streets were clean, even in the Heights-Ashbury district, which is where the hippies hung out.
When we were in Oregon, we thought of driving down to SF to see Golden Gate Park again and get pictures. However, I got online and discovered that break-ins into vehicles to steal whatever was so rampant, that we decided that we would forego that idea. Then when we learned of the filth in the streets, we've decided that things would have to change a LOT before we would consider going again.
