I can't tell if you are being sarcastic or not. I would offer that more people have internet who are not gainfully employed.

I think that you're confusing unemployment with being on welfare. Those on welfare are not considered to be seeking employment, therefore, they are not unemployed. The unemployed normally cut expenses to make ends meet where welfare recipients receive reduced cost internet and let the guberment worry about the bills. Obama grew the welfare roles and claimed that he lowered unemployment and some people believed it.
