We were actually looking at the regs for this the other night and it is actually or instead of and. So if the holiday is on Monday, you are off the Friday before but you work Tuesday, you will get holiday pay.

1. Can employees be furloughed on Federal holidays?
Yes. Employees may be furloughed for periods of time that include Federal holidays. However, an agency should select the furlough days off on programmatic and administrative grounds that are unrelated to the fact that the period includes a holiday. For example, an agency may not properly furlough employees for a 3-day period, the middle of which is a holiday, for the sole purpose of saving 3 days’ pay while losing only 2 days of work. Nor would it be proper to furlough an employee solely on a holiday.

How exactly is it that people are getting furloughed, when there is actually an INCREASE in spending this year over last? Answer: there is no legitimate reason, other than sequestration gives Obama a patsy to blame for ANY bad economic news - it's because of sequestration and the evil republicans. Obama played this one perfectly - author the legislation, sign it, then disavow it and use it as a tool to blame all negative economic impacts that happen over the next year. Sequestration is not spending cuts, it is a spending increase - all the while when revenues are at an all time high, due to tax increases on EVERYONE, including those making less than $250k (who he promised would not see their taxes increase one cent).
