If that situation were put in front of Trump he would enter into a discussion about the discussions and penalties he would impose if that person wasn't released sooner than later, and they would likely comply.

According to Clint Romesha in his book Red Platoon, part of the reason COP Keating was in such grave danger of being overrun was that the US had just mobilized its forces in the region to find Bergdall, and most of the available air assets were tied up with that effort.
