Isn't the plastic used to make those tanks the same porous low density plastic used to manufacture milk cartons? If so, it would be impossible to completely wash away hazmat. And if that's true the remaining hazmat would leach back into the water. Plus, that type of plastic is sensitive to UV, which makes them brittle when exposed to sunlight for long periods of time.
