Get a set of Dunlop Q-2's or BT16's. If you want t good mix of mileage and stick, check out the Pirelli Angel or Corsa. Stay away from Shinko, I have seen and heard of too many low sides and lost control issues because of that tire. If you want to run 1/4m at the track you cant beat em. For a 600cc bike, a clip style master link chain will be ok, just make sure you put a little silicone on the clip to hold it in place and check it often, for peace of mind, put the rivet chain on it.
If the fork seals are only leaking and not shot, the dust seals could be contaminated. Take a water bottle, or two litre bottle and cut a piece of it away to resemble a hook knife, now slide it up under the dust seal and pull the hook you made towards you and all the way around the seal. I wont promise this will fix it, but it will help remove contaminants and keep you from replacing the seals, if they are not blown. Good luck and post up some pics! I love bikes and love riding, pic is in Taos New Mexico last September.

Here's a few pictures of the bike as she sits. She has 35,5xx miles right now and she's pretty rough. The fairings were already beat up when my friend bought it and he was taking off the left rear fairing to check the battery and it snapped off (he threw the piece away). All in all she runs good but needs work.

I don't think the dust seals are the issue with the fork. Here's a nice shot of the mess that is the left fork:

And the tires are ready to go. Rear is almost smooth, front is better but not enough for me to consider keeping it on there.

You've lost a hub cap on that blue car.

Yeah, the joy of hitting a piece of wood on I-35 Christmas Eve. It dented the rim and the hubcap disappeared. If I wasn't running late to see my family I might have risked looking for it but it was dark, cold, and I-35.

How old are the tires? Time wise and mileage wise if you can find out? It's a little hard to tell from my iPhone but they don't look too bad to me.

That can be a cool little bike. Should be able to replace some plastic fairly cheaply.

I'm not sure about the age, my friend bought the bike in Oct 2011 and he put about 5k miles on it. The rear has cracks in it that leak air, the front is probably as old but not as worn. I've looked for plastics and I'm planning on doing a 97-98 tail conversion at some point. Same frame and the front fairings are the same but they changed the rear to a smoother style rather than the squarish style of the 95-96.

You might give thought to mounting your own tires too. I haven't had a motorcycle tire mounted in a shop since 2005. It's very easy to do in you driveway/garage with minimal tools/cost
