Cost isn't that bad. A pair of waders, 18-24 decks, a couple calls plus your shotgun, stamps, etc is all you really need assuming you're hunting flooded timber and don't use a boat. You should be able to get outfitted for under $300 not counting the shotgun. If you're going with 2-3 guys, each of you really only need a dozen decoys a piece.
