The Holy Constitution gives no rights to any person. For that matter, if it could apply to anyone it would only apply to the men who signed their name to it. It is a general principle of law and reason, that a written instrument binds no one until he has signed it or put his mark to it (if he can't write). Since none of us signed that instrument... we're not bound to it and never have been.
