Logically, you should only find the largest seizures at border checkpoints, because those are the only places large smuggling vehicles can cross the border--a semi can't just roll anywhere, it needs solid(-ish) roads. That doesn't mean that the drugs smuggled by other means (smaller vehicles, drones, humans, etc) don't add up to more than what's moving through the checkpoints.
