Oklahoma has a "Citizens Arrest" law on the books. It clearly states that this should only happen when a law enforcement officer is not present. However, it doesn't say anything for/against citizens arresting an officer breaking the law.

With the latest Moore PD/theatre security incident, does a citizen have the right to intervene should they deem the situation excessive use of force?
