He doesn't really touch on the drug dog certification issue, though, but he admits this is way too complex to offer more than cursory observations.

Couldn't the state file a criminal suit? Oh wait this is in the best interest of the people, nvm.
That's what I was thinking. It's a target rich legal environment for sure. I read the two complaints and was thinking "surely this only the opening salvo, if not he needs another attorney".
