I'm not aware of the local laws in that jurisdiction. It does seem odd that a place where everybody has a gun has an issue with somebody with a gun, but the dark sunglasses, hoodie, body armor, etc may have had an issue.
If somebody approached me in a parking lot with that attire, I'm pretty sure I would go on full alert. No difference in a police station.

yep. 'activist' covers a wide range of people and activities. Some are more misguided than others, and that isn't limited to one end of the political spectrum or the other.
