Its a total # of digits. I found out the hard way when I applied for my vintage plate sticker.

I called a tag agency today and they said you send in a form with $250 and the year of the tag has to match the car. They said it isn't a sure thing and can be rejected without a refund. The person there didn't know anything about certain tag numbers being reserved for the tribes. I asked for a phone number for someone that may know more about this.
