A non-resident ccl is like a non-resident fishing license. it authorizes non residents to fish in that state but you can't take that N-R license and fish every state with it.
Best to get an Okla license.
Thats why Utah changed the wording of their laws

Who cares what they like? The law is the law; if they don't like it, they can get out of the business of law enforcement.

There's what's true and what's ideal. What's ideal is if a police officer only does what's legal and what's right. What's true is that if they suspect something or dislike something, they can still ruin your day without doing anything illegal.
