The other problem: no term limits.

If I remember right, per the SCOTUS back in the '90's when the Republican controlled Congress passed term limits and it was signed, term limits were unconstitutional because it limited the "free speech" right for voters that wanted to keep a Congress-critter longer.

Everyone could be term limited each election cycle. I don't think framers probably appreciated how entrenched they could get in a term.
