I only knew about that character being Miley Cyrus because of the broo-ha-ha that came about when Miley did the twerking thing.

It was a kids show, for more or less normal kids. Then the actress (refuse to call a girl an actor) grew up a bit, and went over to the wild side. And her dad enabled it.
