What are these?

Headstamped "311" on one side and 180 degrees rotated "91" Pretty sure these are bring back from desert storm war as my father was involved and I cant imagine where else they came from. 10 rounds on what I will call a stripper clip, see pics. It has two retention features on either end to keep the rounds on the "strip".

I will take some calipers to them this evening but they appear to be 30 cal. Are these 7.62x39? They look it to me.

Copper washed Chinese steel case, steel core i believe.
Some were AP, some not.
