For me, it's when the bars close, it's socked in with fog, and there is a power outage. It's not so bad after a half hour or so when all the drunks have run off the road or piled up into a pole or tree.
It is also when schools let out and the kids are driving home via the Sonic, bowling alley, Stop-N-Rob, the local lake in town and the liquor store for the parents.
