Right after the 50,000 M-1 carbines that the Republic of Korea (not just friendly but an actualy ally) has been trying to sell back to US dealers gets ublocked by State.
The difference is, the Koreans don't have the MAP paperwork for all of those carbines, and they're also trying to sell them to US importers, not return them to the US Armed Forces. The M1 Garands loaned to Iran wouldn't be subject to the same roadblocks, as they were part of the MAP. We got back a fair number of M1 Garands from Turkey during the Obama administration because of the MAP requirements, so any obstructions to the return of Garands from Iran would most likely be on their end, not ours.
