Drug testing of recipients and hiring a private firm to manage the handout programs is a start. There is too much corruption and abuse in the current system to fix.

Now thats the start to a solution.
Drug testing for everyone....want a job...drug test...Mayor ...DT...senate ..yep DT...ceo, ohh ,heres your DT Sir.

Ya know , its always the ones who need it that are punished.
No, I think everyone should earn their own, I did.
There will always be abusers to any program you put out there,...Look at the Professional Politicians.
And what if that money is supporting Politicians/CEO's drug/people abuse.
