They are not abandoned; far from it. They exist with varying levels of folks apparently doing new construction, maintenance and civic activities.
Go to Google Earth and enter the names of some of these cities and you will be able to scan down and see the level of activity. There's one called Ordos, Inner Mongolia, China which is very sparsely populated. Just a few cars scattered about, but a lot of construction going on.
There are many others in various stages of completely and occupancy, although I found none which could be called bustling.
The costs involved must be staggering.
