Deleted my message. As usual the news media got everything ass backwards.
If Dahm's quote in the news article is correct he didn't have a clue about what he was authoring.
Read this fabulous quote:

The purpose of the bill is to prevent Oklahoma sheriffs and police chiefs from stalling the transfer of federally regulated firearms and accessories like silencers, fully automatic weapons and short-barreled shotguns, said state Sen. Nathan Dahm, R-Broken Arrow, the Senate author of the bill.

The bill places a 15-day deadline on local chief law enforcement officers to act on a transfer request once the federal Bureau of Alcohol Tobacco and Firearms has determined the applicant’s eligibility, Dahm said.

“There have been cases where a sheriff, or whoever that law enforcement officer might be, has just kept it in limbo for perpetuity, so what this does is it sets a time limit,” Dahm said. “Once the ATF signs off on it, you have 15 days to either approve or deny the permit.”

A. When certification by a chief law enforcement officer is required by federal law or regulation for the transfer or making of a firearm, the chief law enforcement officer shall, within fifteen (15) days of receipt of a request for certification, provide such certification if the applicant is not prohibited by law from receiving the firearm or the applicant is not the subject of a proceeding that could result in the applicant being prohibited by law from receiving the firearm. If the applicant is prohibited by law from receiving the firearm or the applicant is the subject of a proceeding that could result in such prohibition, the chief law enforcement officer shall provide written notification to theapplicant that certification has been denied and state the reasons for such findings.
