What condition is the concrete? Can it be stained?

Yes, be sure to mop that floor good and use either a sealer or stain then sealer.

Floor is pretty rough. I do not think it can be stained.

I think your best bet for flooring is the stick together laminates. Here’s a house I did a full remodel on and used that flooring. It looks better than you would think and really holds up.
