It looked like a leather strap, kind of like falconers use, not a labeled tag or radio transmitter - what did you think?
I could be wrong on this one but I have seen some use a plastic almost zip tie type thing. It looks leathery as it ages. You may be right, I am just going by what I have seen.

I looked it up and they can be trained, but the wild ones also like to hitch a ride when they can. A few instances of them catching a ride on ultra lites, paragliders, etc.
