When I was active, I was issued 100 rounds of pistol carry ammo per year. We qualified with 50 rounds every six months. We were supposed to shoot it at the next round of qualifications in order to rotate it and keep fresh ammo for duty carry.

Anything else I carried or shot was out of my pocket. Small town police departments are really going to take a hit on this.
