Selling a handgun

What is the legal age to buy a USED handgun? I have found information that says 18 if it's used and some that says 21. This is a private sale. I have a buyer that I am questioning his age.

From what I know, as long as you are not a gun dealer and he can prove he is 18 or older, it is legal.
