Sometimes you have to keep replacing the same fuse over and over again until the magic blue smoke is released showing you exactly where the problem is that causes the fuses to blow in the first place. If at first you don't succeed, keep putting in a larger fuse until it reveals itself.

I just replaced one for the heater circuit for my O2 sensor.

That chewing gum wrapper, a copper penny or 8 gauge wire will expedite that blue smoke for faster diagnosis.
