I don't think an EMP is nearly as likely as a devastating cyber attack. A missile launch and detonation is a lot harder to hide than a cyber attack and isn't nearly as likely to get an immediate responding missile strike against your own country.

The most devastating cyber attack will be the one that takes out EBT. We have created an entire class of people who live off entitlements and are at the same time told they are "oppressed" by the media and education systems. Combine this with another cyber attack on critical infrastructure and we're done.From what I have read an EMP will proceed a nuclear exchange. Security against cyber attacks isn't great, but it's not horrible and there are too many separate systems (IMHO.) Again, what I know regarding cyber security would fit into most people's eye with little to no discomfort. I would say that a massive cyber attack to banking would cause much civil unrest, so is it possible yes, but would need quite a few hackers.

Don't need to read his book. Been looking at the situation for about 58 years now. Been a computer geek, survivalist since I was 10, have provided communications and power for locations in the boonies from California to NW Florida to SW Asia, and North Africa. The doctor that messed up my wife's eyes had a cyber attack that held their data for ransom, and he couldn't pay it. Not that I blame him for that. Did cause the loss of data that would have let us sue, and maybe even win. Been through several hurricanes, several more severe tornados, grew up in earthquake country, etc. All of that has worked out because repair parts were readily available. After an EMP or CME, particularly if they're widespread, there won't be any spares to be found. Hackers can take over about any computer they want to, unless you keep them completely isolated from the Internet, and ever sneakernet. And once that computer is fried, whether by lightning strike, EMP, or CME, you're going to NEED parts. If Amazon stops delivering, we are all hosed! Likewise for the transformers and such that the power distribution network needs.
