well on mine i submitted the paperwork january 19th and sent them an email yesterday. they replied that my application was completed on February 19th and should get a letter in a week or two. i called tulsa county sherriff yesterday and it hadnt shown up there yet but all in all just over a month it looks like.
Count on 90 days if you do not want to risk a gap between the old out of state license and the new one.
But - if you relocated here - a lot of states no longer honor their license once you are no longer a resident.

Took 68 days total for me, submitted packet in Dec 09, got it in mid February
