FWIW, a few years ago when I first got into traditional archery, I created a leather forearm guard from leather boot laces and a small scrap of leather I picked up from Hobby Lobby. I added grommets after cutting the leather to size/shape and used the boot laces to tie it on. It cost about $15 back then for everything, including the tool to punch the grommets. It was nice to say "I built it" but it certainly left a bit to be desired. The advantage here is that you could build up the cheek pad before crafting the leather, so when it wraps up you will have a tailored comb height and custom leather wrap over the top.
