I think you could probably say that about them most days . . . they know they leave things very wide open to misinterpretation.

With this bunch in charge they are going to consider anything that CAN BE fired from the shoulder a rifle, so that means we are talking about an SBR since they are short.

In prior admins they at least appeared to evaluate objectively and give actual criteria. The more I read on this monstrosity the more a dumpster fire it turns out to be. I can't imagine it'll end up holding if ANY scrutiny, any at all, is applied by the courts.

When an AR is registered as a SBR, is it just the lower that is registered? Can you put different short barreled uppers on the registered lower?

Yes, but you must always have the registered configuration available.
If you register it as an 8" blackout, you can put a 10" blackout or 12" 556 upper or whatever on it, but must always have an 8" blackout upper on hand.
