I believe your photo is a Sharp Shinned Hawk. Beautiful birds.
I saw one of these take down a pigeon in Stillwater yesterday morning. The pigeon's roost on a building and had no idea what was coming. I brush hogged a friend's 30 acres years ago and the hawks were taking down field rats left and right.
