Check on the price of a concrete mixeras well. You could top it off with concrete and level it.
Can't, the building would be built right in the way of drainage and the water would sit against the pad (on both sides). The water will need to drain under the building that is on stilts concreted into he ground. Otherwise, to put it on a slab I'd have to have some drain pipes and such. I am trying to do this the lowest cost way I can

Drainage is really simple...and usually cheap.
Well no matter what I do, the first step is fixing the grade so I can war game the other once the grade is done...I do appreciate all the replies I've gotten...it ain't over until the fat lady sings (in this case, if I learn more or run into trouble when I finally move on this, I will be back for advice).
