The NOTAM for the area (FDC 4/1687) only had a 3 mile radius, was SFC to 3000 AGL, and was cancelled on the 13th (FDC 4/2042).

Firepower is often not the deciding factor. Insurgents in Iraq and Afghanistan (among other places) have been causing the US military (which still outclasses law enforcement, despite LE's best efforts) trouble for decades. Insurgents in Vietnam managed to give us hell for a good long while, to the point that we finally gave up.

For that matter, if you're a student of history, a bunch of civilian insurrectionists managed to repel the world's most powerful army back in about 1776...and God bless 'em.

To be clear on this statement, the politicians gave up. The Military did not. The US Military did not loose a single major battle in Vietnam. If the ROE had been relaxed, and the targeting of enemy placements by air were taken away from the white house and given to the Tacticians that know how to win a war, the military could have ended the Vietnam war in a year.
