Yes. The out of state seller will have to get an ffl holder in his area to do the transfer to a local ffl holder in your area. It will ship ffl to ffl and you will have to find a local ffl holder to accept the transfer and have it shipped to them locally. Transfer cost vary from $10.00-$25.00 just depends what your ffl charges. And you still have to do the background check as usual.So if it's out of state and from an individual do you still have to route it through an FFL?
