The ATF stopped by not too long ago and told me a pretty cool piece of info. The reason a guy can get delayed everytime he buys a gun (ie. his name is the same as a felon or whatever) is because the FBI is required to destroy all evidence of the "investigation" within 24 hours after completion. He referred to the NICS check as an investigation. He also said that the ATF would never ask for a serial # based on the name, they would send the serial number of a gun to the manufacturer if used in a crime and then follow the trail. They cant go back by name bc of the law that they must destroy the evidence.

When a dealer quits the business, all forms are sent to BATFE in Atlanta.

Also, when a person buys more than one handgun in one purchase or within a certain amount of time, they also notify your local PD.
