Maybe the idea of that sash thing is to deploy after an incident so you can be identified by the police as a dorky good guy. 
Reminds me of a standard issue Air Force reflective belt. You wouldn't need a gun if you we're wearing it, the belt would be enough to protect you from ANYTHING! Sorry if most of you, if not no one gets that.
