JUST got my renewal in last Monday. Took right at 60 days (+/-)

Did you have to fill out the whole application again?
Yes, full application, minus fingerprint cards and certificate copy.
To me it means you can carry for 30 past the date on your card then must stop. Then you have up to 3 years to renew after that point you have to start all over with finger print cards and the class room certificate.
30 days grace period to still carry legally, in case you didn get your renewal in on time. After the 30 days you can no longer legally carry. You have 3 years to renew at the cheaper rate without having to take the class and get refingerprinted.
