Again... In what scenario is that going to happen? I agree, it could be problematic for a business/individual that fails to secure their network... but a threat to wifi? Come on... I'm gonna pay $3 a gallon for gas to go across town for free internet?

These are secured networks. Windows is sharing your secure network credentials. A lot of investigations of digital crimes include a step of "we traced the requests for this illegal material to your IP address".

Actually there are people that do this. They don't wanna pay for internet service and they don't wanna have big brother knocking on their door cause they've been visiting certain websites. It's a larger problem then what you think.

Yep. Ponca City has Free Wi-Fi for the city. There are always reports in the paper where LEO are called to check on somebody sitting in their vehicle pecking away on their laptops getting the free service.

Out here in the country I've caught kids riding up on ATVs or parking in their vehicles 200-300 feet away from neighbors' houses to use their WiFi. Occasionally I've sniffed the traffic and most of the time they were downloading porn to their tablets or laptops - guess mommy and daddy had parental controls enabled.

I had one a while back that was trying to find a hash collision to connect to my network.

I may have the issue with being a host. Recently went to a metered sat provider. I exceeded the max in two days with no video, and no music streaming, just forum browsing.
They gave me 7 more gigs, and I blew past that in two more days.

Trying to figure out WTF is going on.

That sounds just plum nuts to me. Is your MS OS downloading a crapton of updates or something? Wifey doing facebook on her phone or tablet?

You may have malware running on one or more devices.
Typically the malicious software not only steals your bandwidth and slows down your device but also sends out spam email continuously.
