The way I read the original question I would consider it a straw purchase.
As the buyer from the FFL was only buying it to sell to one intended person and not buying for any other reason.
I will add that the purchaser was asked to buy it on another's behalf. That is not the same as someone buying and deciding it wasn't to their liking and selling .
