The way I read the original question I would consider it a straw purchase.

As the buyer from the FFL was only buying it to sell to one intended person and not buying for any other reason.

I will add that the purchaser was asked to buy it on another's behalf. That is not the same as someone buying and deciding it wasn't to their liking and selling .

It's only as complicated as finding someone who owns the gun you're interested in and buying theirs from them. If they like their current gun they can go and buy another one with a round count of zero. What is so hard about that? You buy their current one from them, that they didn't buy with the intent to sell, that you're willing to pay full new retail price on and they can go and get a new one that they also intend to keep. No straw purchase here.
