There is no such guideline for city carriers on mounted routes that I was made aware of during Rural Carrier Academy. In fact my regular would routinely bring back bundles and tag them "blocked".
There is a requirement for both city and rural carriers to dismount to serve a temporarily blocked box. Care to place a small wager on that? Maybe bet that Omega?

Gawd I hated those. Most fu*ked up thing ever was when they sent me out to deliver rural routes in a Promaster. Hello? Left hand drive!
They sent you out to deliver Amazon parcels in a left-hand vehicle or the entire rural route?

Multiple times Carrier has left outgoing mail in the box, dropped the flag and moved on. Can't depend on post office here.
That is a problem that I would complain about to the post office until it was fixed. I would however caution you against leaving outgoing mail in a curbside receptacle since there is a lot of theft going on these days.

Experiences vary.

I said it before and I’ll say it again: shut it down and start fresh. Make it privatized to where screwed up or damaged deliveries count against them. That’s how we can start getting mail delivered correctly again,
Not a bad idea in a limited sort of way. If you had stuck around the other morning instead of stomping out out like a 12-year-old we could've discussed ideas. Who knows, maybe if you hadn't quit so soon you could've gotten into management and actually did something besides complain.

I said what needed to be said, I called you a liar to your face and that all I need as far as interaction with you. Your lame excuse “iI was joking” was a cowards way out. You should have been a man and just admitted it and apologized, but definately no need to waste my time with you. No need to discuss ideas, they don’t want/need the opinions from people that have zero to do with the post office.

Only way to fix that disaster is to fire everyone and start over as a private company.

There you go stomping off mad again. It's unfortunate that a short stint at USPS with what were apparently bad trainers and poor supervisors has caused you to hate them so much. I wish that wouldn't have happened. Take care
