Reading a Neptune water meter?

When the "Rate" function is on, with all my water using devices off, it says "0.00." It cycles through and when it comes back to the "Rate" function, it still says "0.00." What does that mean?

Also, I don't see the dripping faucet icon. Does that mean it detects no leaks?

But, in the cycle, there's a six (?) digit number? Maybe more digits? But the "Rate" word is not present. What's that number?

Rate is flow. If every water using device is off, It is good that it doesn't show flow.
The digits should be accumulative volume that has passed through the meter.
